Leticia Caviness, Sr. Financial Analyst, Treasury Dept.

Leticia Caviness currently serves as the Chair of the Communications Committee for the Greater New York Women in Transportation Seminar (WTS) Chapter and is active in the Glass Ceiling Committee for WTS-GNY as well as the Diversity and Inclusion Committee for WTS International. She earned her Master of Science in Public Policy and Management at Carnegie Mellon University and a Bachelor of Science in Urban Studies at the University of California, Berkeley. Ms. Caviness currently works for the Port Authority of New York & New Jersey, a bistate, multi-modal transportation agency. She performs bond analytics to identify the agency’s bond issuance needs in the agency’s Treasury department. She also served as the President for the Port Authority Hispanic Society (PAHS), a voluntary position for an employee resource group focused on diversity and inclusion, from 2016-2018.

Caviness is particularly proud of her role in producing deliverables for the regional operations and contingency planning efforts for Super Bowl XLVIII (2014) when she worked in the Tunnels, Bridges, and Terminals Department. She coordinated with seventeen external transportation agencies, the National Football League and consultants to ensure seamless mobilization of NFL teams between hotels and practice sites. She also was tasked with completing a Memorandum of Understanding amongst PANYNJ, NJDOT and the NJOIT to begin center-to-center communications. This required managing the technical progress through completion as well as strong project management skills.

Another instance that stands out was while working in the Management and Budget Department, her orchestration of an agency-wide launch of the new Smart View software, a multi-dimensional database software package that is optimized for financial planning, analysis, and management reporting applications in conjunction with the Technology Department and a team of consultants. She oversaw all steps along the way to ensure a smooth transition. She also facilitated training sessions and prepared a guide to help staff with the new software. She co-prepared monthly reports analyzing agency-wide capital performance data comparing actuals to budget to understand trends and forecasts for the Chief Financial Officer. Leticia Caviness also produced the agency’s annual budget document, $8.1 billion for operating and capital in 2018, and assisted in the development of the budget instructions. This is exposed her to the importance of cost control via the budgeting process. Overall, these experiences have contributed to her knowledge and skills in the integration of budgeting, planning, and technology establishing her as a valued transportation management professional.
